No. Only public tweets can be downloaded. If the account is private or protected, Twitter's API doesn't expose the media. You'd need to be logged in and have access.

Twitter stores all 'GIFs' as MP4 videos internally. The MP4 is actually higher quality and smaller file size. If you need a true GIF, you can convert the MP4 using any online converter.
